How can I post a notification to members of a project role based on an issue type created?

How can I post a notification to members of a project role based on an issue type created?

I have completed the following steps but still no notification.

1. Create custom Workflow for issue type

2. Create custom event

3. Replace issue created event post function in Workflow with custom event and publish

4. Add project role to custom role in notification scheme

5. Create issue... And no email received
