How can I prevent closing issues when no work is logged?

In Jira, on a KanBan board, I want to force my developers to log work, so i'd like to prevent them from closing issues when no work is logged. Does anyone know of a way to do this?

I'd add a validator to the workflow, but I think you'll need an addon to provide "has work been logged" (or do it with the script runner addon). You won't be able to do this with a simplified workflow either.
