When a user selects create ticket I would like to only;y offer projects they are working on? Is this done by creating a group with the members for that project and then the permissions scheme only to the projects they are assigned to?

You need to grant Browse Project permission only to the roles that you want to see the project.
I would recommend using project roles instead of a group, that way the project admin can manage who belongs to that role. If you use a group you need Jira admin permissions in order to add remove users. Have a look at How do Jira permissions work?, it gives you good overview of how roles works.

Thanks that seemed easy enough - I created a project role for a project then I went into the [project and added people only the person I created the role for and the project role. However everyone on other projects can still create the tickets??? What step did I miss?

As @John Funk mentioned, you need to change the permission scheme and limit who can browse the project. Or create a new permission scheme if you do not want to affect any other projects that you have.
