I'm using Jira for the product backlog associated with a project that has multiple parallel scrum teams. We're using Plans to organize the product backlog and view it in different program increments sorted by the teams. The issue source is based on the Jira project name.
I'd like to see all the Epics assigned to the teams with their status, include Done. However Done issues are not showing on the Plans.
I've checked the configuration for the Plan and set the Exclusion rules as follows: Exclude completed issues after 500 days, Exclude issues types I don't want to see, and no Exclusions for Status or Releases.
How can I diagnose and resolve this issue?

according to your message, you've already ruled out everything I would've thought of.
I just tested this with a new plan and having the same Exclude rules and using a full project as source, I can see Epics which are resolved.
As troubleshooting measure I would recommend to create a new Plan as a test, make sure to use the whole project, leave Exclusions empty and set the "after days" setting to 500 again. If you see the Epics there, there's something off with your main plan.
