How can I setup a test JIRA environment on cloud which is a replica of my production JIRA environment which is also on cloud?

Buy a new Cloud service and then use https://confluence.atlassian.com/cloudkb/changing-the-cloud-instance-url-address-or-migrating-to-a-new-cloud-instance-691011835.html (barring the bit where you shut down the "old" instance)
