I am creating a Jira Dashboard to show the Issue counts between "Scrum_Team" & "Status".
I have used Two Dimensional Rich Filter statistics gadget, Horizontal (Status) & Vertical (Scrum Team). I am not able to show the Issue Count in %, it is only allowing me to show in the numbers.
Please Note: The team names are deleted due to data privacy and shown as Scrum Team1/2/3 etc.

You're right, the Two Dimensional Rich Filter Statistics gadget only shows issue counts—it doesn't natively support displaying percentages. The reason for this could be that the gadget totals counts across the two axes, and showing percentages might confuse whether the percentage refers to the horizontal or vertical axis.
There's a few native workarounds to show this information in a different way. Build an issue statistics covering all the tickets and an issue statistics dashboard for each scrum. I've included a screen shot of how this would be done on a dashboard - you can always edit the layout. It takes up more space but it essentially shows you the same information. You can collapse and expand as needed. You could also use a pie chart type view.
However, in terms of the clean pivot table display, you'd need to do a different solution like an add-on or pulling to an external tool.

Unfortunately this is not possible with the Jira's native gadgets. A solution would be to search on Atlassian Marketplace for an app (addon) that provides a gadget capable to perform this type of calculations.
If you consider the idea of using an addon, our Great Gadgets app offers a Pivot Table & Pivot Chart gadget that lets you calculate and display this with just a few clicks. You can display the info in form of tables, heatmap tables or charts of various types.
To get this, the gadget must be configured like this:
The gadget is also capable to calculate percentage of completion by sum of story points, and by status category instead of Status, which could be more convenient.
