No, it is not possible to provide users with the ability to manage the items you listed for Company Managed projects without also giving them access to create projects.
In Jira Cloud if you want to give people the ability to manage the workflow, custom fields, and issue types for their project you could create for them a Team Managed project. The Project Administrators of a Team Managed project have access to manage the workflow, custom fields, and issue types for that project, and all those customizations are isolated to the one Team Managed project.

Yes, that's correct until you provide with Product Admin or Jira Administration permission to specific group or individual, they are unable to create the Project in Jira. It is not blocked or inactive, but no one will be able create project until you give them access.
