How can I update global permissions in Jira Cloud?

I have a question, I was reviewing the global permissions that Jira gives and the first one is about Jira administration, is it possible that the function of creating projects is blocked or inactive and the others are still working?

Hello @dhernandezs 

No, it is not possible to provide users with the ability to manage the items you listed for Company Managed projects without also giving them access to create projects.

In Jira Cloud if you want to give people the ability to manage the workflow, custom fields, and issue types for their project you could create for them a Team Managed project. The Project Administrators of a Team Managed project have access to manage the workflow, custom fields, and issue types for that project, and all those customizations are isolated to the one Team Managed project.

Hope you are doing good!!

Yes, that's correct until you provide with Product Admin or Jira Administration permission to specific group or individual, they are unable to create the Project in Jira.  It is not blocked or inactive, but no one will be able create project until you give them access.
