How can I write a query to match old and new assignee with a status change?

We'd like to create a report showing, for each issue that has been created for a project, who was assigned to it at each status change (assignee changes when the status changes).  However, in the underlying database, the assignee change is stored on one record, the status change is on another record, and we're having trouble trying to link the two records together.  The date/time stamp may or may not be close (sometimes the next assignee is not known right away), and the order in which those 2 events happen is not always consistent.  Any suggestions?
