How can a user without 'move issues' permission move issues between workflows?

Workflows are not containers for issues, so your question does not really make sense as you've written it.

However, what you really mean to ask is "Can a user change the issue type of an issue without move permissions?"  The answer is "maybe".  They need one of the following:

• simple edit permission if the old and new issue types have the same configuration (including workflow)
• move permission so they can move from one type to another.
