My product JIRA is Inactive and i cant turn it active without paying. My account was Free and haschanged to standard. This account has 7 users only. Can anyone help me ? Thanks

it's possible that you are under trial of standard plan, means once the trial is over you will be automatically switch to free plan, additionally there won't be any charges during this trial period otherwise try to follow the below steps in order to switch to free plan:
1. Settings, and from Atliassian Admin -> Billing
2. From Billing preview, Products and apps: Jira and click Manage
3. Subsription details: Change plan
4. I'm choosing Free, Select Free
5. Next is the pop-up with: Contact support to change subscription

If you go to admin.atlassian.com -> billing -> 3 dots next to Jira -> manage -> search the app and click on the manage button.
There you can change the plan. Do you have that option enabled?
