Yes, you can provision access to Jira Cloud with an Active Directory.

Supported identity providers
You can use the identity provider of your choice, but some capabilities are only available with selected identity providers. Learn which identity providers we support

The steps involved to set up user provisioning will differ depending on the identity provider you use. Here are setup instructions for some of the commonly used identity providers:

Be aware that you will need to have an Atlassian Guard Standard suscription

you can add your AD as an Identity Provider:
https://support.atlassian.com/provisioning-users/docs/choose-your-identity-provider/

You do need Atlassian Guard Standard for that though.

After that you can choose AD Groups in your Product Access Settings.
