How can i restrict one of the issue types to create, browse and edit by certain user in the JIRA project?

We have four different issue types in the Project out of which we want one of the issue types to restrict fully (create, edit & view) for certain users/groups. How this can be implemented in JIRA?

You can't. You can only do this at a project level.
