How can we Restrict Entry for any User

We have notices many new Users are getting Full Access to Our Jira Portal by By clicking on Domain Link. 
How can we restrict This ?

if you are talking about Portal provided by Jira Service Management you can setup access using the following article https://support.atlassian.com/jira-service-management-cloud/docs/set-up-and-manage-portal-access/
