How can we limit the setting of the Fix Version to a few managers for same Project. And it should be Viewable by all. We need to block the fix version from being modified by anyone else. (other than few Project Managers) 
Right now anyone can go into a closed jira, reopen them, change the version.

Without any add-on, you will need to remove "Fix Version" in the "Edit Screen" so no one can edit it. Then put this field in the transition screen "from Resolved to Closed or Closed to Closed" just to put a value to it and restrict that transition to a certain group/roles only.
