We've just started to work with templates and right now every project can see every template as an option. We want to be able to limit the view of templates to ones specifically for each project. Otherwise it's very confusing to see all the possible templates across the server in every single project. It's hard to search, users submitting jira's do not know if they selected a template that works for the project they are in.

It's Aleksandra from Deviniti, the vendor of the Issue Templates for Jira app. After reading your post, I suppose that your inquiry may relate to the templates functionality we provide.
To limit what templates are available to users in different projects, you could configure additional availability restrictions and namely assign particular templates to appropriate projects. You will find these settings on every template issue view, under the Issue Templates Details panel -> Availability -> Create issue screen. Thanks to that, the Template dropdown on the create screen will filter out only relevant templates that were enabled to the project of their selection with no need for users to scroll down in search for a particlar template they need.

What do you mean by templates? Can you show a screenshot?
Out of box the only templates I know of are project templates - which doesn't sound like what you refer to, so I presume this is some plugin related to issue form templates (setting specific fields and such)?
