We would like download backups of our data on a recurring basis (weekly as an example).
How can we do this without having to do it manually? Can we request it to be emailed to us automatically or provide an FTP account for it to be synced to?

We don't actually allow for the scheduling of backups, or at least we do but we only handle one backup per ticket, so we can schedule a backup but not reccuring backups. We have a policy to supply backups via the WebDAV folder of your instance as this ensures that only administrators are able to download the file, so supplying it to an unconfirmed FTP account is also not something we would do.
We do have a few OnDemand customers who have written automated scripts to create tickets in our system on a weekly basis, as this allows them to have an automated backup process that integrates with our working processes, although that is something that they have implemented their end so I'm not sure how they have set it up. However, if you wish to create an automated process for reccuring backups then that is certainly the route to explore.

Is atlassian planning on adding any way for us to manage backups in the future at all? It seems tedious to have to submit a ticket every time we need a backup. Plus this would probably help you guys out as well since you wouldn't have to deal with the backup requests.
