We're working with contractors on a part of our product, so we want to restrict their access only to a specific "project" (set of tasks). I've found some results online, but Jira does not behave in the way these pages suggest. For example, one article says to click on one of four possible icons (?!) to connect to Jira. Then it says to click on the Settings link. If I click on the diamond symbol (the only one of the four we've got), there is no such link.
This should be a trivial thing to do. Can someone please tell me how to do it? Thanks!
BTW, I've got a screen shot I could share but, strangely, this web form provides no way to attach one.

Indeed a screenshot would help to better understand what you are seeing. You can upload attachments (images) using the camera in the formatting bar:
Quick question would be: is the project you want to limit the users to next-gen or classic?
Next-gen projects allow for users to be managed from the 'Access' option in the project settings page.
Classic projects can be restricted to certain users or user groups. You would manage this through the permission schemes, both on the instance level and the project level.

Following the instructions you linked, I selected a project and then the Issues link, but there is no Permission Scheme link (see screenshot).
The instructions say I need the Browse Projects permission. I can find no way to examine my permissions, but if I can browse all our projects, then surely I have the Browse Projects permission? No idea.
