How can we show the Flagged Impediment checkbox on screen by default?

We want to use the Flagged impediment to highlight blockers (not just from the agile boards). It seems the option only shows on screen if one flags it initially.

We want to make it very easy for someone to flag the issue, even if they are not using the board view. Can we force the checkbox to display on screen by default ? that way user can check or uncheck on the view issue screen.
