How can you remove or edit the options that are given for the MORE OPTIONS drop down?

On the right hand side there is a more options feature that specifically has options like clone and delete functions.

Rather than try to edit/change the menu, it's better to focus on some other areas in Jira that relate to this.

To better address your concerns, I would recommend that you use the managing project permissions in Jira to prevent users from doing things like deleting issues.  If the users don't have permission to delete per the permission scheme of that project then that option will not appear to them in that menu (or anywhere else in Jira).

As for preventing users from Cloning issues, check out this KB: Disable Clone Issue in JIRA

That allows you to prevent all users from using the clone feature.   If that's too restrictive, check out https://community.atlassian.com/t5/Answers-Developer-Questions/Permission-for-cloning-issues/qaq-p/484790 in that thread there are discussions of both plugins that can help, as well as the use of workflow properties that can restrict which users have the ability to clone issues at different states during the workflow.

yes on the far right side there is ... when you click on that a series of actions are listed.

add vote, delete

clone

labels

move 

etc,  

I need to be able to disable or remove some of these from here because i do not want people in the workflow deleting or cloning. I have JIRA Cloud is that makes a difference.
