I am using JIRA Server 7.19.

So obviously I am using different issue type setups and screen schemes. However, all of those have my custom field "Billing Code". That custom field has 13 options for my dropdown.
I can't for the life of me figure out why Project 1 (Art Place MT) only shows 2 of the 13 dropdown options and Project 2 (Moravian) shows all 13 options. I am certain it is tied to the screen scheme, but there is nowhere where I can choose certain dropdown options show up for one screen scheme and not another.
Can anybody help point me to why one issue type scheme only shows 2 custom dropdown field options?
Are you sure there is no other field configuration? Are you using ScriptRunner for Jira, may be there is a behaviour set.
We had scriptrunner installed but the license expired and it is disabled.
Under Field Configurations I have Default and Ongoing Task Field Configuration. But the Billing Code Field Configuration is set to all Screens. There is no different Billing Code config. There is no other field called Billing Code that only has two dropdown options.
Also, when I click Create and then get the popup screen this is where the issue is. But, if I am on certain pages, for example the project admin page, and then click the Create button, I get this screen http://prntscr.com/v79ajd and if I create a ticket that way, the next page shows all 13 dropdown options see http://prntscr.com/v79az0
Where else would a behavior be set?
