In the old ticket view, I could restrict access to a single comment while keeping the thread public. This was useful when a comment needed to be made but maybe the client didn't need to see specifics.
In the old view, you could simply restrict access based on the little lock icon at the bottom of a comment, I don't see a way to do this in the new comment view.
I am afraid to say the feature is not available in the new UI. Atlassian is still testing. My best recommendation will be to use the permission scheme for the time being (allow only certain people to comment).
I just found this System ->General Configuration and set the Comment Visibility property to Groups & Project Roles.

FYI I have the comment visibility property to groups & projects roles set and I am still unable to restrict comments. I don't think it is working yet(Atlassian is still working on features in the UI).
