How do I add first time user to Tempo Teams without requiring them to log into Jira first?

New users are added to Jira by a file.  However, when we go to add them to a Tempo Team we are unable to complete set up if they have never logged into Jira before.  How do we circumvent the Jira log in process?  Currently, if a user logs into Jira it automatically adds them to the jira-users group and when they are in that group we can then add them to a Tempo Team.

When you are adding users to Jira via a file how are you doing this?  You should be able to add a group when you add them.  By adding them with a group it will resolve this issue.
