I have a group that has a subset of users within in it. I want these users to only be able to see a specific scrum board within an existing project. This project has other boards within it that I do not want these users to be able to view.
I'm trying to get away from having to stand up an entire new project. I'm not sure if this is a possibility within Jira.

You should share the filter for the board with this group (project settings -> general tab -> share).
If filters for other boards are not shared with this group, then users in this group will see only this board.
But it does not mean that users will not see other issues in the project. Boards just filter required issues, they do not limit user access to projects. If you want to limit user access to a project. You should do it with the browse issues permission or Security levels.
When I go to modify my Permission Scheme, I do not see a Browse Issues Permission.
