How do I change the Create issue text?

I modified the text in the create issue a few years ago, and I have forgotten how I made the change. Can anyone give me some direction. The part I'm interested in changing is highlighted in yellow

In the past, it was done by directly editing the i18n language files. You can still do it but an easier option might be to try the "InProduct translation for JIRA" plugin.
