How do I clone a Jira Project with everything included minus comments?

Clone a Jira project with everything minus its comments to use for a new Jira Project with same workflows, screens, and issuetypes.  I am attempting to move all of a specific issuetypes from one project to a new project and have the same layout as the old project without moving over the accompanying comment history.

Hello @Jamie Young 

In order to create a cloned project, you have to follow the same steps of creating a project, just at the last stage, select "Share settings with an existing project", and from the dropdown select the project whose configuration you want to clone.
