How do I conditionally edit an issue field based on the value of another field?

I am implementing a workflow that requires issue approvals by several functional areas. If one of the approvers rejects the issue I want to require a reason for the rejection. How do I ask for a reason when the approver rejects the issue?

You can use Reject Reason as a custom field on your Reject Transition screen.

I am setting the state as part of Project Automation and the Reject Transition screen is not displayed when setting the state in this manner. How do I invoke the state transition screen when I set it automatically.
