How do I create a page for jira

Hello dear colleagues.
I try to learn how to write a Jira plugin.
My question is, how can I create a page for jira.
The page should have the navigation bar at the top, in the middle, my content and at the end the usual bar.

How do I do that best and with what?

I don't think you can be able to create a separate navigation bar. Instead of that you can add a navigation item as follows,

Using web-section, web-item and webwork you can be able to create separate page.
