How do I create a theme in Jira?

I found how to add "Epic/Theme" in the workflow of issues. How do I go about adding Themes?

If you don't want to do it with Portfolio, then you can get a limited functionality out of adding a new "labels" type field for "theme". Portfolio does it a lot better though.
