×Due to an unknown reason, all new user stories and sub-tasks are automatically assigned to the previous in Jira and labelled as a priority “very high”. I can't figure out how to change it?

Check the ticket history/All tab. This will help you understand if the ticket was updated after ticket created by automation rule or not.
Please check project settings --> Automation. There might be some automation rule which is auto assigning tickets and updating the priority field value.
If automation rules are not present, then as mentioned by @Craig Nodwell , check for workflow create transition post functions,
Project settings --> Components --> Default assignee.

Check for any automations
And I'd also check the workflow transition for create.
