How do I filter out issues that are part of the same project but not part of my team?

Do you mean Tempo Team and assignee user?
so JQL function:

project = "myProject" AND NOT assignee in team("MyTeam")

How are you telling Jira that an issue is "part of a team" (or not part of a team)?
