How do I get the issue details view to group fields into collapsible groups like in the attached?

Thank you for reaching out.

The screenshot you provided displays the view of our own portal to track bugs and feature requests, which is a Jira Server site.

As you can see in the documentation below, Jira Server has far more customization options than Jira Cloud due to security concerns, as the ability to implement CSS and Javascript in Jira issue view:

That being said, the new issue view of Jira Cloud (lab feature) does not have the drop-down options you highlighted in the screenshots, although we have a feature request open to achieve some of the expand/collapse drop-down in attachments and comment sections:

Feel free to vote and watch the sub-tasks related to increase its priority and also receive notifications about any updates.

As a workaround, you can use the Old issue view of Jira Cloud, which uses a similar design to the server view and have the drop-down options available for Description, attachments and comment sections. Here are the steps to switch to the old issue view:

1 - Click in your profile picture at the left-down corner > Jira Settings

2 - Scroll down to the lab section and turn-off the new issue view
