How do I get this workflow in JIRA?

I am using Zephyr for JIRA, and would like to add this workflow to my instance of JIRA. I do not have a MORE drop-down on my issues page. I want the Test to be linked to the issue similar to a Sub-task.

Scott - If you are not seeing the more button you should look at your permission scheme.  What is your current roles in JIRA, are you an administrator?
