How do I import tasks from an Exvel spreadsheet?

I can export to CSV format if that helps.

You can also use runFromCsv from the JIRA Command Line Interface

Export to CSV, then go to Admin -> External System Import -> Import from CSV.

Maybe that functionality is not in on-demand, according to another question. In that case I'd guess you need to roll your own using webservices. Painful.
