As a reviewer I'd like to be able to log my review time on a Jira issue separately from the issue assignee. Is there a way to do that?
The Tempo Timesheets app has a concept of work attributes. These are basically "additional typed attributes" that can be defined for each worklog.
In your use case, I would define a work attribute "Logged as role" and offer two options "Assignee" (default) and "Reviewer".

You can 'just' log work on the issue as well. In the comment you can mention that it is for review work. If that is not sufficient, you might want to create a 'review' subtask and log work on the subtask.

As @Aron Gombas _Midori_ already mentioned you can use the Worlog attributes feature.
Clockwork provides you with this functionality.
You will need to create an attribute and use it on the Log work form anytime you log work for reviews.
You can use this attribute to filter the Timesheet to get only Worklogs for review. See our documentation for more context.

The only way I see this can be achieved is creating a custom field, then adding that field to the screen, where it should a text field, where you would need to input everything manually, e.g., 5h 10mins, and there is no option to make the custom field show days,hours and minutes.
The alternative would be to create that custom field of a type "Time in status", but this wouldn't be present on the issues, rather the dashboard gadget.
