I noticed it was possible to clear a list, in this case, my list of closed issues. I didn't want to clear the list, however, because I want to be able to easily go back to them should I need to. Although, today when logging into my Jira I noticed that half of the issues in that list have cleared, I don't know if this is a time-based thing, but I do not want that to happen. Is there any way I can disable it and/or restore the issues to the list.

What kind of list do you mean?
Assuming that you mean a list of issues, these are usually produced by some filter criteria, such as "Show me all Open issues that are assigned to me" When an issue on this list is Closed, it will not longer appear on the list of issues.
I mean the lists on the board of my project, sorry should have made that clearer, like this one:
Around half of the issues on this list were cleared and can only now be viewed in the Issues tab. I was wondering if I can disable this feature and restore the issues that were cleared.

Looks like you're using a Next-Gen project. There's an option on boards to Clear done issues; it's on the action menu for the Done column and the in-product help will steer people towards clearing issues if the Done column starts growing large.
If issues have been cleared from the column, down at the bottom of the column you'll see a link for See all Done issues. Clicking on that link will take you to an issue search that allows you to see all the issues that have been cleared from the board.
There aren't features to turn off this behavior in Next-Gen boards; it's simply part of the product in order to make sure boards don't get overwhelmingly large. From what you've mentioned, it's possible another user cleared issues on your board without your knowledge. Those issues should be accessible from the "See all Done issues" link though if you need to reference them.
