How do I see who released a version in JIRA?

We have a few people who can release versions in Jira and none of them say they released the last version.

Is there a JQL query that shows who actually released the version?

That information is not stored in the database... even if you caught it in a listener I don't think you can get the user.

Best might be to configure good access logging and check the logs.

/jira/rest/api/2.0.alpha1/version but that won't be that useful.
