How do I set up a dependency?

One very help response indicated that they use the "link".  Is this how this is done?

Another response, I received a response that talked about creating a board that showed the items from multiple projects.  This is helpful but doesn't answer my question.

I am asking a more simple question.  How do I indicated that a User Story must be completed before I can start work on my user story?

I need to see;

1. A demo / walk through how the relationship is established.
2. A list of these relationships across all projects.

You can create a new issue link type say is blocked by . But this will not prevent users from working on the blocked issue.

also have a look at gAntt chart plugin. You can set up dependency using this plugin.
