How do I setup view-only users to my Confluence?

I would like to use Confluence as a central knowledge base for my company.  Can I grant view-only access to our Confluence site without giving users the ability to create spaces and pages? Can I require permissions on certain spaces/pages so only certain people/groups can see certain areas?

I like the idea of Scroll Viewport but it doesn't seem to support Jira Cloud.  Is there anything similar for Cloud?

Yes. I suggest reading over the docs on Space Permissions. The "View" permission grants the ability to read pages and only that, if you don't grant any other permissions.  If you need more granularity than a whole space, you can use Page Restrictions to make a page and all descendants of that page read only.
