within our project there is an issue to send a summary to customer every 2 weeks.
How can we configure this issue at the best so that it is viewable as "already done" at the end of 2 weeks and reopened for the next session?

Either Jira Core and Jira Software do not provide such features itself. You need an additional add-on to repeat issues in regular dates, or you need to to this manually.
Please check the Repeating Issues add-on. It allows you to create issues by cloning or creating sub-tasks. You can also schedule workflow execution. The add-on provide simple UI to quick setup the repeating directly on issue view and has a lot of feature (like support for non-working days). Here you can find the add-on documentation.

Just to clarify; the action of sending a summary every 2 weeks. Does the process require any manual intervention from a person or is the process completely automated?

the process requires manual interventions (update individual content of summary, preparing PDF, send Mail)

You could use the JIRA Automation plugin to create a scheduled trigger and transition the issue in question.
