I know one would think that using lables is not a difficult thing however I have discovered that for the most part no one at my company gets it so we have tons of unneeded random labels.
We have decided we dont need or want to use labels. I know I can remove the field from use but can't I just turn it off completely?
using 4.4 btw.
Starting from JIRA 4.2 (or 4.3? don't remember exactly) "Labels" is a system field, so I guess the only way to turn it off is by modifying your Field Configurations and Screens. It still will be there, but noone will see it.
Labels still will be present in JQL search completion though.
Note that the old Labels plugin still can be installed and provide non-system Labels custom field -- it can be turned off as advised by Jon.

Its a plugin, so you should just be able to disable it in Administration >> Plugins
