How do JIRA integrate internal in-house application?

Guys,

I have quick question related to integration.

Our company consider to buy JIRA as Issue managemetn system.

But we have a lot of in-house application like CRM, MES, SCM which made by internal programmer.

I know in-house app to JIRA integration is possible via JIRA REST API.

but is it possible opposite way integration like JIRA to in-house application?

I heard that if our company programmer develop integration app as JIRA add-on, it may be possible.

is it true? and there is any other way to integrate?

There are full APIs available and if you have programmers in your company developing all of the applications you mention it will be very easy to integrate them with Jira.
