How do i get a dump of Labels for specific project/issue

Currently, there is no option to look for labels rather than finding them within the search option for issues.
You can use an API to fetch the labels:
https://developer.atlassian.com/cloud/jira/platform/rest/v3/api-group-labels/#api-group-labels
