I want to enable external import option to testers to upload bugs through CSV . Is it possible without extending admin access?
Would also like to know whether attachments can be included in CSV while upload?

The instructions for user-level imports can be found on this page.
There are instructions for creating your CSV file and how to run the user-level import tool via Filters > Advanced Issue Search.
As a general rule I'd think of this as purely bulk creation, rather than the admin tool which has significantly more power. So for example, if you want to set the issue type during creation, you'll need to have that field on the create screen for that project!

Consider also what other permissions users might need - eg. Assign Issues to modify the assignee at creation.

Edited: Even though the page mentions it, you can't include Attachments - along with a few other limitations on data such as Select Lists (Cascading) and modified Resolved / Created / Updated dates.

Thanks for the solution. Now the upload is enabled but the field attachments not coming in list of mapping fields.
Can you help on that please?

I've checked - and it actually might not be available for this import option!
Looking at the page again there's a few items on there which aren't available - such as status or user creation. Attachments might be part of these.
But just in case, I've asked for clarification and will aim to get back to you! :)

I can confirm that Cloud does not allow CSV import of attachments, status, or user creation.
