If you have a commercial licence, you can use the developer licence for this (log into your atlassian account and look beneath your licence)

If you do not have a commercial licence, then no, you're not entitled to a test licence.

You can also run dev instance of JIRA through the SDK with atlas-run-standalone and test there.
