We have time sensitive queries we need to deal with and the time is not available to view in the queue or ticket. I understand that there are approximate values. how do we change the settings in JIRA Cloud to view the date and TIME on all tickets, in queues and in tickets.

This is a rather incredible oversight in the product from our perspective. The "date/time submitted" is often the single most important piece of information on the ticket for triage. To not have that in the Queue view by default is... weird.
JIRA have responded to advise that there is a ticket open for this, which is locked so I cannot vote for it. For your information:

Not an ideal solution, but if you have Scriptrunner installed, you could create a custom field which reads the time off from the Created field when the ticket is created and stores it as text, then include that in the queue.
