How do you add a new velocity template to the existing list of velocity templates

I am trying to create a custom notification and associate it with a new Event. To do that I need to:

1. create a new email template
2. incorporate that template in the list of existing templates
3. Create a new event
4. Pick the new template from the list when configuring the new event

I cannot find any documentation for number 2. How to I add a new template to the existing set of templates such that it shows up in the pull-down menu when I am configuring a new event. 

Any suggestion will be appreciated.

You need to modify the email-template-id-mappings.xml file under atlassian-jira/WEB-INF/classes folder and restart JIRA.
