Even thought I create the IT Help Desk ticket I am unable to add watchers to my ticket once it is created. Do I need to add watchers before creating the ticket. If so, how is that done?

If you can't add watchers after the creation of the issue, then you don't have the manage watchers project permissions. Keep in mind that on JSM projects, watchers are meaningful only for agents and jira users. Customers, with only portal access and who receives only customers notifications, will not benefit from it.
