We are having trouble with a field in a screen not showing up in the issue. We looked at Issue Type Screen Schemes and we noticed there is no project associated with the scheme. yet, we can find no where to assign it.

The schemes are globally available things that a project can use for configurations (in other words, you don't assign a scheme to a project, your project chooses to use a scheme).
So, go the the project that should be using it, go to the admin section and check out the schemes it is currently using. You should find options to change it (select new scheme)
