How do you connect Microsoft teams to Jira Server without using a plugin or add-on?

My team is trying to implement the above. I haven't engaged the TEAMS side of this equation, as I do not have access to the administration.

Update: Natively, Teams can implement webhooks. Is there a specific version of JIRA that I should be on for this to work?

Hi and thanks for engaging. I have to premise, that I am not looking into purchasing a plugin to get teams to work with JIRA at this time. I did find a microsoft board that describes the use of webhooks so I am looking to further understand how that works.
