If I create one big maintenance board for our developer, how can other tickets on other boards link to this one board? Basically, I want the ticket to show up on the project board but also get pulled into one massive maintenance board at the same time. So the project manager can see it on the project board and the developer can see it on the maintenance board.
You can try to set your request without JQL in Dynamic Filters add-on (developed by my team).
It provides you with Smart Fields manager, which helps to choose the options you need.
So you can select from 1-2 to all projects:
For the next step you need to add created Smart Field to the Dynamic Filter:
Thus, you’ll get the list of all required projects on the board.

A board is based on a filter so if your filter show issue from project A and project B your board will have these tickets.
IF i understand correctly you just need to work on your filter. But you need to know that a ticket can only be on one sprint at the time.

Thank you!! I appreciate your help. If I go into the board setting and click quick filters - I'm not sure how to filter it correctly? It asks for a JQL, name and description. How do I fill it in so a ticket will show on Project A board and Project B board.

This is not the quick filter that you need to change its the board's filter, you can find it in the General tab
